Hi Stori.. I would place the Tiger facing the street or driveway. I have read the same thing about not hanging them inside.
We had a lake house where the residents were mostly there on the weekends. All of our neighbors had problems with break-ins during the week, mostly kids looking for something for quick sell. We all had good deadbolt locks on the doors.
The day we bought our lake house, we stopped by a hardware store and bought a wooden bench to put close to the house (to set groceries, etc. on while unloading the car).. that day I had my husband drill 2 small holes through a 6 inch, metal tiger statue, he put 2 screws in the holes and attached the tiger to the arm of the bench, the tiger was in a 'running position'.. bench & tiger were facing down the driveway. Six years went by and we had nothing but big fun at the lake, and honestly, just about every time we saw some neighbors or went to the lakeside restaurant we'd hear about the most recent burglary around all the houses near ours. I'll always believe in that protection.
Of course, I did lots of other feng shui things to ensure our safety, ended up selling the house for FOUR times what we paid for it.
